Brussels Launches Five Procedures Against Bulgaria: Risk of Sanctions Due to Violations in Several Key Areas

The European Commission has initiated five EU law infringement procedures against Bulgaria. These actions are part of the regular infringement package with which Brussels monitors the implementation of general European standards.

One of the main points of contention is the environment. The Commission is sending a reasoned opinion due to the failure to meet municipal waste recycling targets. Bulgaria has not met the requirements for the reuse of materials such as paper, metal, plastic, and glass, which were supposed to reach 50% as early as 2020.

In the sphere of the internal market, Brussels is reacting to the presence of excessive licensing and certification regimes in the energy and construction sectors. These administrative barriers hinder market access and limit consumer choice.

Regarding internal affairs, the country has received an official letter of notification due to non-compliance with rules for the control of explosive precursors. Critical mechanisms are missing, such as national contact points for reporting suspicious transactions, as well as clear rules for sanctions and monitoring.

In the field of justice, the problem is related to the protection of personal data during the work of law enforcement agencies. National legislation does not correctly transpose European regulations regarding the exercise of citizens' rights in this sector.

The final procedure concerns taxation. Bulgaria has not fully implemented the rules for administrative cooperation and the automatic exchange of information related to the global minimum tax.

If Bulgaria does not correct its violations within two months, the European Commission may refer the case to the Court of Justice of the EU, which could lead to the imposition of heavy financial sanctions.
