The Prosecutorial College of the Supreme Judicial Council (VSS) decided not to temporarily suspend Emilia Rusinova from her post as head of the Sofia City Prosecutor's Office. The decision was made in a closed session with a unanimous vote – six votes "against" the request of the Minister of Justice and zero "for."

The request for Rusinova's suspension pending the conclusion of the ongoing disciplinary proceedings against her was submitted by the acting Minister of Justice, Andrey Yankulov. The grounds for the disciplinary proceedings are related to suspicions that Rusinova crossed the country's border twice together with the former investigator Petio Petrov – Euro – and Kristian Hristov. These crossings occur during a period when the "Eight Dwarfs" affair is in the spotlight and investigations are underway regarding it.

Emilia Rusinova herself categorically denies all allegations. In an official position, she stated that she has never proposed or mediated meetings with the individuals mentioned in the investigation.

The procedure for considering the item was postponed twice in July due to a lack of quorum. During the voting, two members of the college, Yordan Stoev and Kalina Chapkunova, recused themselves. The decision was made under the new provisions of the Judicial Power Act, which came into force on July 1.
