European Parliament implements package of reforms for transparency, ethics, and more efficient governance

The European Parliament has launched a series of deep institutional reforms aimed at increasing the transparency, accountability, and operational efficiency of the institution. The changes, initiated by Parliament President Roberta Metsola, are aimed at transforming the EP into a more modern and open structure.

Optimization of work
One of the main pillars of the reform is the change in the Rules of Procedure, which comes into force with the new parliamentary mandate (2024–2029). The new rules allow for faster distribution of legislative files among committees, reduce administrative disputes, and allow for the creation of temporary legislative committees to handle complex cases. The goal is to accelerate decision-making and provide a clearer distributive role for the various working groups.

Strengthening relations with the Commission
An important effect of the reformed process is the revised framework agreement between the European Parliament and the European Commission. The new document, signed by Roberta Metsola and Ursula von der Leyen, strengthens dialogue and mutual trust. Commission members will be subject to stricter commitments regarding attendance at plenary sessions and committee meetings, which will ensure better democratic oversight of the implementation of EU policies.

Ethics, transparency, and combating foreign interference
In response to public demands for higher moral standards, the Parliament has introduced strict rules regarding:

  • Revolving doors: New rules for former MEPs, including a ban on interaction with them within six months of their departure from the institution.
  • Transparency of interests: Mandatory disclosure of meetings with representatives of interest groups and representatives of third countries.
  • Gifts and expenses: Strengthened requirements for declaring gifts and travel expenses.
  • Security: Creation of special committees to counteract disinformation and foreign interference in the democratic process.

Social and administrative improvements
The reforms also include progressive steps to support employees and MEPs. An Act for the election of MEPs has been proposed, which will allow voting by proxy during pregnancy and after childbirth to ensure a balance between the professional mandate and parental obligations. At the same time, new protections have been implemented for whistleblowers, and a mediation service for harassment disputes is being created.

All these changes are part of a broader strategy to build a "European shield for democracy" and strengthen ethical standards through a new independent EU ethics body.
