Checks in Lovech hospital due to suspicions of fictitious contracts with doctors

The Governor of Lovech, Plamen Hristov, has initiated a large-scale investigation at the Multiprofile Hospital for Active Treatment 'Prof. Dr. Paraskev Stoyanov' AD. The reason for this is signals received regarding potential financial irregularities and suspicions of concluding fictitious contracts with medical specialists.

Institutional Response

The State Finance Inspection Agency (ADFI), the District Prosecutor's Office – Lovech, the Regional Directorate of the Ministry of Interior, the Territorial Directorate of the State Agency for National Security (DANS), and the Labor Inspection Directorate – Lovech have been alerted to investigate the case. The information was provided by the Regional Administration.

Nature of the Irregularities

According to the received signals, there are suspicions that contracts are being concluded with doctors to work in the hospital's departments without them actually performing medical or labor activities. It is pointed out that payments were made for services and activities that were not actually performed, leading to the inappropriate expenditure of funds and damage to the medical institution.

Scope of the Investigation

The Governor has requested the competent authorities to establish:

• the actual fulfillment of contracts with doctors and other contractors;
• the actual presence and work of the individuals in the departments;
• the existence of necessary medical and accounting documentation, schedules, and shifts;
• the legality of labor and civil contracts;
• the correct reporting of working hours and payments made.

The investigation will also focus on the existence of documents with false content or other violations in the financial management of the hospital.

Management Context

The initiative follows a visit by the Minister of Health to the hospital on July 31. At the invitation of the Governor, the Minister conducted an inspection that revealed poor financial condition and mismanagement in the administration of the property of MBAL 'Prof. Dr. Paraskev Stoyanov'.

Plamen Hristov insists that if crimes or violations are established, all legal measures must be taken, and the regional administration must be informed of the results and subsequent actions.
