The "Progressive Bulgaria" proposal for fully electronic voting
The party "Progressive Bulgaria" announced a proposal for a drastic change in the electoral process: complete removal of paper ballots, except in certain categories. The initiative is being discussed right before the presidential elections in November.
According to Petar Vitinov, chairman of the parliamentary group of the party, exceptions for paper voting will be only for sections with fewer than 300 voters, mobile sections, those in medical facilities and homes for the elderly, as well as for vessels under the Bulgarian flag. The remaining electoral sections will vote exclusively electronically.
The party also proposes repealing restrictions on the number of electoral sections abroad. In April, GERB, "Revival", BSP and ITN limited sections outside the EU to 20, which affected voters in the UK, the US and Turkey. The proposal by "Progressive Bulgaria" is to return the old rules without such restrictions.
Additional proposals include a ban on publishing sociological surveys before 20:00 on election day and mandatory training with an exam for members of electoral commissions, which will affect the quality of vote administration.
