Risk to the Renovation of the Summer Theater in Varna: Commission Decision Could Lead to Loss of European Funds

The project to renovate the iconic Summer Theater in Varna is facing a serious risk of failure. The decision of the Standing Commission on "Finance and Budget" to the Municipal Council, which provides for the exclusion of funding until a new tender for a concept project is held, calls into question the implementation of the investment in its approved form.

According to the project manager, Elis Rakhimova, the municipality already has approved co-financing, accepted in early 2025, which includes a commitment to secure funds for the 2026–2029 period. Introducing new procedures at this moment would violate technological deadlines and make it impossible to implement the project according to current parameters.

Although the building is not declared an immovable cultural asset, it is located in the historical core of the Sea Garden. This requires strict coordination with the Ministry of Culture and the National Institute for Immovable Cultural Heritage. The project is designed to preserve the architectural appearance, the green environment, and traditional materials, such as Balchik stone.

The total value of the project is 6.5 million euros, with a significant portion of it – 4.9 million BGN – being non-reimbursable European funds. Maya Ivanova, Director of the "European and National Operational Programs" Directorate, warned that if the project is not implemented within the legally prescribed deadlines, the Varna Municipality may be forced to cover the entire amount with its own funds to avoid losing the financing.

Currently, the contract for the assignment of activities is expected to be concluded by the end of 2026. Any change in the current approach is considered a critical risk to the financial stability of the project.
