Political Tension Following the Adoption of Budget 2026

The adoption of Budget 2026 has triggered a serious political dispute between the ruling majority and the opposition. While representatives of 'Progressive Bulgaria' defend the financial framework as a tool for stabilizing public finances, opposition parties have announced intentions for legal action against the document.

Opposition Arguments and Legal Challenges

The GERB party has decided to appeal the budget to the Constitutional Court. The main argument is the violation of the Public Finance Act, according to which the deficit between revenues and expenditures should not exceed 3%. The adopted budget plan anticipates a deficit of 5.7%.

GERB leader Boyko Borisov described the budget as a "complete false start," noting that a deficit above 3% is only permissible under extraordinary circumstances such as war or an epidemic. He also criticized changes to the insurance income, which he claims punish employers, as well as the 25% reduction in funds for religious denominations.

From 'We Continue the Change,' they are insisting on a presidential veto and are currently organizing a petition, which has already collected 26,000 signatures.

The Response of the Ruling Majority

Representatives of the ruling coalition defend the new financial framework. Ivan Angelov from 'Progressive Bulgaria' stated that the budget eliminates the public finance crisis and limits the opposition's ability to justify itself by citing a lack of budgetary funds.

Deputy Prime Minister Atanas Pekanov rejected GERB's criticisms, stating that the old budget policy was aimed at "permanent poverty," while the current government's goal is to increase incomes without endangering social spending.

Institutional Steps and Entry into Force

President Iliana Yotova has already signed the budgets for social security and the Health Insurance Fund, expressing readiness to publish the central budget in the State Gazette as well.

Many of the changes in the financial framework, including the price increase for vignettes, will come into force on August 1.
