Personnel Crisis in Ukraine: Zelensky Faces a Choice Between Army Loyalty and Protest Pressure

The Ukrainian political and military elite are in a state of tension after predictions of a rapid replacement of the Commander-in-Chief of the Armed Forces, Oleksandr Syrskyi, proved premature. Despite rumors of his dismissal, President Volodymyr Zelensky has not yet made a final decision, attempting to find a way out of the growing internal conflict.

At the center of the scandal is the public démarche by former Defense Minister Mikhail Fedorov, whose criticisms of the military leadership triggered a wave of protests and a media campaign. Syrskyi has already officially rejected the allegations against him, asserting his position and defending his professional authority.

President Zelensky faces several difficult scenarios. One is to keep Syrskyi in his post to avoid showing weakness to the protesters and to maintain control over the army, while simultaneously offering Fedorov a more prestigious but limited-authority position in the National Security and Defense Council. However, this option has already failed after Fedorov rejected such a personnel proposal.

The other option is a radical change: dismissing Syrskyi and returning Fedorov to lead the Ministry of Defense. This would also mean appointing a new Commander-in-Chief close to Fedorov (such as Mikhail Drapatyi), which carries the risk of losing direct political control over the military machine and could provoke dissatisfaction among the general staff.

Analysts believe that Zelensky will be forced to take a decisive step only if pressure from Western allies and European countries becomes insurmountable. So far, the President is choosing a strategy of pause, attempting to neutralize political tension without risking the stability of the front and the governance structure.
