Cultural "Unclear Rules": How to Survive Amidst Uncertainty in Arts Funding?
The cultural scene in Bulgaria often resembles a script where the actors know their lines but do not know when the performance will begin or if there will even be a budget for it. This very uncertainty was the central theme of the discussion "Opportunities and Problems in Performing Arts Funding," held on June 30 at TR "Sfumato."
Key figures from cultural management participated in the meeting: Neli Nedelcheva (Executive Director of the National Culture Fund), Neli Goranova (Sofia Municipality), Veselin Dimov (RCSI "Toplotsentrala"), and Prof. Margarita Mladenova (TR "Sfumato"). The conversations were not merely theoretical but struck at the heart of specific systemic deficits.
One of the sharpest questions raised during the meeting concerned the lack of predictability. While the application deadlines for the National Culture Fund programs are clearly defined, artists remain in a "black hole" regarding the timelines for announcing results. This uncertainty creates a cascade of difficulties – missed opportunities, the inability to plan creative projects, and a general sense of instability within the sector.
Prof. Margarita Mladenova emphasized the critical situation facing the development of live theatrical culture, while participants also discussed efforts to transform the NCF into a sustainable structure with a clearly predictable future. Despite the difficulties, new opportunities were presented – the 2026 programs of the NCF and the Sofia Municipality, which will set the rhythm of cultural life in the coming year.
The discussion confirmed that without clear rules and institutional transparency, art remains in a state of permanent waiting, instead of focusing on its core mission – creativity.
