Absurdity in Yambol: Police fine a "driver" whom they themselves knew had no driver's license

A case bordering on the absurd ended with justice in the Yambol District Court. Police officers from the regional Ministry of Interior directorate issued an illegal parking fine to a person whom they themselves indicated in the documentation had no right to drive a vehicle.

The incident occurred on February 6 in Yambol, at the intersection of "Georg Papazov" and "Aleksandar Stamboliyski" streets. A patrol noticed a Volvo parked too close to the intersection. Since the driver was not on the scene, the officers issued a ticket in the name of the car's owner.

Although the initial ticket was canceled following an objection, the police continued their actions by issuing a penalty decree for a fine of 100 leva. However, the act itself stated that the vehicle owner does not have a driver's license and was not driving the car at the time of the violation.

During the court hearing, Judge Nevena Nestorova emphasized that responsibility for violations is personal and cannot be imposed on a person who did not commit the act. The court overturned the penalty decree.

Due to the persistent application of a sanction against a "non-existent" driver, the Yambol Regional Directorate of the Ministry of Interior will have to bear the financial consequences. The court ordered the department to pay 500 leva in legal fees to the aggrieved party. The decision is subject to appeal before the Yambol Administrative Court.
