Legal dispute over fiscal rules

The GERB party will challenge the 2026 Budget before the Constitutional Court, as the planned budget deficit does not comply with established legal norms. According to the Public Finance Act, the deficit under the consolidated fiscal program must not exceed 3% of GDP, with exceptions allowed only under strictly defined extraordinary circumstances such as natural disasters or an economic downturn exceeding 3%.

The complaint states that the principle of the rule of law, enshrined in Art. 4, Para. 1 of the Constitution, has been violated. GERB's argument is that the permanent legal framework defined in the Public Finance Act cannot be bypassed or suspended through the annual budget law without first making a formal change to the structural law itself.

Criticism of the government and foreign policy

GERB leader Boyko Borisov described the 2026 Budget as a "complete false start." He emphasized that his previous government's budget maintained a 3% deficit and urged the current authorities to follow this model. Borisov added that despite a 100-day "tolerance" from his party, GERB will not support the government in any sphere.

In his statement, Borisov also criticized President Rumen Radev for the current foreign policy and for not convening the National Security Council (NSC). He stated that the government "tolerates and helps the Russians [oligarchs], while fighting against the Bulgarians."

Political forecasts and social commitments

Speaking to the media, Borisov stated that GERB will return to power and promised that, under such a prospect, a children's hospital would be built. He emphasized the need to prepare a new army and new personnel, adding: "In Bulgaria, there are many leaders, but a small army."

Regarding the possibility of a vote of no confidence, the GERB leader stated that it would not lead to the government's fall, but predicted that "the street will bring it down" due to mistakes in various spheres of governance and promises that, according to him, have deceived the masses.

Borisov also mentioned a social aspect of the budget, noting that 520,000 Bulgarians in need will receive 50 euros each in accordance with legal provisions.
