Urban planning as a new factor in property prices

Traditional factors determining real estate prices in Sofia – location, price, and construction quality – are no longer the only leading ones. Urban planning is becoming a critical element that determines the real value of homes. Modern and energy-efficient buildings lose their attractiveness if the surrounding infrastructure – streets, transport, schools, and public spaces – does not meet the needs of new residents.

Discrepancy between construction pace and municipal development

One of the main problems is that private investments often outpace municipal investments. When fences are already on the ground and construction activities have begun, the possibilities for changing the situation are highly limited. Procedures such as the Detailed Development Plan (DDP), design visa, and building permit occur before physical construction, making citizen intervention at the moment of construction – often through protests – legally difficult.

"The Municipal Council is the local parliament. Decisions are voted on there that can determine the development of entire neighborhoods," notes municipal councilor Rusitsa Nikolova. She emphasizes that after a building permit is issued, the administration can only react in case of violations of the approved project, but not due to changes in public opinion.

The role of district administrations and the legal framework

In Sofia, Plovdiv, and Varna, which are the only cities with district divisions, the role of district architects is limited. They are primarily responsible for lower-scale construction, while large projects fall under the competence of the central municipal administration. According to the chief architect of the Krasno Selo district, Vladimir Vladov, the powers of district architects are strictly regulated by law and they cannot stop every construction project.

Mechanisms to overcome the infrastructure deficit

An example of coordination between the municipality and investors is the case in "Manastirski Livadi – East". Through the mechanism of the Territory Management Act (TMA), up to 25% of private properties can be used for public needs. In this case, over 20 investors signed an agreement with the Sofia Municipality, which allowed for the acceleration of engineering infrastructure construction and the preparation of land for a new school.

Another discussion topic is the management of revenues from building permit fees. Currently, these funds enter the general budget, but experts propose the creation of a special fund to direct this money specifically toward the development of the urban environment generated by new construction.

Challenges for the future of the urban environment

Questions regarding private ownership in park zones, such as South Park, also remain complex. Experts propose a property exchange mechanism to protect green spaces without excessively burdening the municipal budget. A significant problem is also the fact that transport analyses are often prepared by the investors themselves, which can lead to neglecting the overall load on the entire neighborhood.
